Background
The PEACEPLUS Programme is a cross-border funding initiative aimed at promoting peace and stability in Northern Ireland and the border counties of Ireland. Managed by SEUPB, it supports themes including Victims and Survivors, which is the focus of this role.
Purpose of the Role
The Project Financial Administrator will oversee financial management and administrative support for the VSS – PULSE Project, ensuring robust risk management, controls, and governance. They will serve as the main contact for financial and administrative guidance related to the project, working closely with VSS and SEUPB to meet project deliverables.
Responsibilities
- Manage the project’s finances, including budgeting, cash flow, reporting, and claims.
- Maintain cloud-based accounting software, ensuring accurate data entry and transaction tracking.
- Support reconciliations, accounts payable/receivable, and financial reporting.
- Process payroll accurately, ensuring compliance and maintaining records.
- Adhere to financial procedures, controls, and governance for public funds.
- Assist with month-end closure and produce management accounts.
- Oversee data integrity and reconcile balance sheet and profit and loss accounts.
- Prepare returns for SEUPB and VSS, and liaise for claim submissions.
- Manage procurement in line with SEUPB rules, ensuring value for money.
- Support budgeting processes and expenditure reporting.
- Distribute payments timely and collate monitoring data.
- Provide finance and admin support across SEFF teams and respond to office management needs.
Qualifications and Experience
Candidates must demonstrate by the closing date:
- Part-qualified in one of the specified professional bodies or a fully qualified accounting technician.
- At least 2 years’ practical experience in budget management, cloud accounting software, payroll, month-end closure, audits, and cross-departmental finance support.
- Alternatively, 5 years’ experience in similar areas if qualifications are not met.
