Strategic Capability Lead (Government Digital & Data) - Product, Delivery, Architecture & IT Ops at UK Home Office. In general, a Lead Business Analyst will have a good understanding of strategic arenas, leading large/complex projects. They will have strong people management, mentoring and coaching skills. They will be able to develop best practice and assist with communities of practice, ensuring outcomes are aligned to service vision / business strategy by connecting the current/future business models whilst delivering future business architecture strategy. Support and inform iteration, evolution and optimisation. Challenge constructively, acting as a critical voice to stakeholders and delivery colleagues to achieve outcomes. This role particularly requires leading effective action to support design, build and delivery teams which meet user needs and business objectives.

Join Our Team:

This role is to lead technical business analysis within an agile programme, the Multi-Agency Public Protection Service (MAPPS). MAPPS will be used by various organisations including police forces, prison & probation services and others. It is required to support a multi-agency oversight of relevant offenders once they are released from custody for as long as they are considered to present a risk to the public. As such MAPPS has a high political profile as well as a very complex network of stakeholders.

You will lead on technical business analysis within a multidisciplinary team with interaction designers, user researchers, developers and testers. Your aim will be to deliver world-class, user-centred services for the public and civil servants. As a business analyst experienced in working embedded with developers to create replacement IT systems, you will be responsible for mentoring and leading a team of business analysts to draft detailed product stories for developers to build against. In addition to guiding the team to achieve the best user outcomes, the role will involve a measure of personal hands-on work.

What You’ll Do

  • Planning and leading technical Business Analysis delivery on the Programme. This includes balancing the workload across teams, coaching and mentoring staff across the programme to develop their Business Analysis and professional skillset, confidence, and strategic thinking.
  • Working with other profession and delivery leads on the Programme to ensure there are clear and consistent Business Analysis standards, guidance and templates across the Programme. This includes analysing use case documentation, data dictionaries, business rules and data models in deriving future user stories.
  • Elicit, analyse, and validate business requirements and user needs in the most appropriate and effective manner and format for development teams. Create user acceptance criteria for user stories using business driven development (BDD) methods.
  • Model processes and procedures using established techniques, and document their purpose and importance.
  • Understanding and defining the problem to be solved and ensuring strategic decision-making supports business outcomes as well as user needs.

Essential skills

You’ll have a demonstrable passion for Business Analysis, with the following skills or strong experience in:

  • Collaborating with user researchers, interaction designers and developers to achieve quality outcomes.
  • Defining approaches to detail user stories and drafting complex user stories as exemplars.
  • Recent experience of working in the delivery of a replacement IT system and undertaking functional system analysis
  • Strategic thinking skills with the ability to turn longer term goals and business outcomes into strategic and tactical solutions as required
  • Guiding your team to decide the best approach, helping them to visualise outcomes, prioritise work and agree minimum viable product

  • This role requires SC clearance. To meet national security vetting requirements, you must typically have been resident in the UK for at least five years. Unfortunately, we cannot sponsor visas.
