Lead Data Engineer role at UK Home Office. This position focuses on Oracle EPM data engineering to support business intelligence, reporting and data science across the Home Office.

Salary: £60,300 plus an allowance of up to £20,100. Location: Manchester | Sheffield | Liverpool (hybrid 60% office attendance). Advert Close Date: Monday 29th September 11:55pm.

Oracle EPM sits within the Enablers Portfolio, part of DDaT, delivering services across multiple functions with over 300 colleagues. The portfolio supports enterprise performance management through data pipelines and integrations across Planning, FCCS, PCMCS and related modules, in collaboration with Data Acquisition, Analytics, and Infrastructure teams.

What you will do

As a lead Data Engineer, you will demonstrate a true passion for data and have expertise in the following areas:

  • Managing and integrating data sources across Oracle EPM and connected systems (e.g., ERP, HCM, FDI, data warehouses) to improve data quality, consistency, and readiness for planning, forecasting, and reporting.
  • Designing and developing EPM-specific data models and ETL/ELT processes, working with Analytics and Finance teams to map and transform data for Oracle EPM modules such as Planning, FCCS, and PCMCS.
  • Engaging with stakeholders across Finance, IT, and business units to understand performance management needs, manage expectations, communicate progress, and foster a service-oriented approach to data delivery.
  • Overseeing third-party vendors and internal data teams to balance immediate EPM reporting needs with long-term data platform investments.
  • Optimising data lifecycle processes, including data availability, capacity planning, and archiving, while improving data ingestion reliability into Oracle EPM.
  • Line managing and mentoring team members, supporting professional development and fostering a culture of continuous improvement within the Oracle EPM data engineering function.
  • Delivering Oracle EPM projects with at least 5 full lifecycle deliveries and experience with EPM products such as EPBCS, EDM, NR, FCCS, PCMCS, ARCS and Predictive cash forecasting.
  • Leading and influencing finance teams by leveraging knowledge of planning and financial processes to drive continuous improvement and practical solutions.
  • Strong stakeholder engagement skills with the ability to present complex data engineering concepts to technical and non-technical audiences, including senior finance and IT stakeholders.
  • Leading adoption of cloud-based data technologies, particularly Oracle Cloud Infrastructure (OCI) and Azure/AWS, including services like Autonomous Data Warehouse, Oracle Data Integration, EPM Automate; proficient in REST API, MDX, Calc Script and Groovy.
  • Managing complex multi-supplier and internal environments, ensuring effective coordination and accountability across teams and external partners.
  • Aligning EPM implementations with HM Treasury guidelines, public sector accounting standards, and regulatory requirements such as Managing Public Money, HMT Green Book, Cabinet Office spend controls, and departmental data governance policies.
