Leeds Building Services (LBS) is the in-house service provider for construction, repairs and maintenance works across the Council. The service delivers Responsive Repairs, Maintenance and Planned Works to Council Houses and Council Assets across 800 sites including Schools, the Civic Estate, Offices, Sports and Leisure Centres and Children’s Homes.

As Lift and Workshop Service Manager, you’ll thrive on providing effective management, direction and coordination, excellent verbal and written communication, the ability to prioritise competing tasks, and delivering on service objectives in a changing environment.

About you

As a Lift and Workshop Service Manager, you will bring to the role:

  • Responsible for investigating and resolving escalated complaints regarding the service in accordance with the Council’s Complaints Policy.
  • Responsible for and contribute to Health and Safety Management in line with LCC policies and procedures and relevant legislation.
  • Provide specialist advice and maintain an up-to-date awareness and knowledge of a comprehensive range of construction related theories and methods.
  • Ensure that contractors are managed appropriately including effective contract management and the management and attendance of contract review meetings.
  • To have a general understanding of SLAs and construction contract forms such as JCT, NEC contracts.

Responsible For: Lift and Workshop Team Leaders

Job Purpose: To lead the Lift and Workshop service and ensure a comprehensive, customer-focused service is delivered, achieving high levels of efficiency, cost effectiveness and quality, and ensuring value for money through effective management of resources.

Responsibilities

  • Assist the M&E Snr Service Manager to develop and deliver strategic business improvement plans focused on value-for-money services to customers and Council priorities.
  • Use specialist knowledge to ensure team leaders and operatives are trained and have the skills to deliver a safe, compliant Lifts & Workshop service.
  • Act as a point of contact and support the duty-holder with depth expertise in statutory registration and audit activity.
  • Ensure the service has suitable processes and controls to meet independent inspections/audits and lead on recommended actions.
  • Undertake daily line management duties in line with Council policies, maintaining staff records.
  • Responsible for effective budget management of the planned works service within financial regulations.
  • Ensure cost control processes are in place and works are invoiced accurately and timely.
  • Maintain an auditing/monitoring regime to manage risks and keep staff up to date with standards.
  • Develop systems to monitor costs and achieve financial and performance KPIs to demonstrate quality and value for money.
  • Maintain effective relationships with other Directorates, external partners, and agencies to deliver contracts and investment.
  • Provide clear direction and leadership to create a high-performance culture, driving continuous improvement and efficiencies while delivering priorities.
  • Deputise for the M&E Snr Service Manager as appropriate.
  • Develop and implement rigorous business processes to drive service improvements.
  • Maintain personal effectiveness and promote Leeds City Council values.
  • Ensure business continuity and risk management procedures are in place.
  • Ensure activities comply with legal/regulatory requirements and Council policies.
  • Oversee programming of works and manage resources across the service.
  • Manage performance and respond to issues through coaching, balancing challenge and support.
  • Maintain open relationships with staff and trade union representatives.
  • Ensure colleagues and subcontractors work to the business and service plan.
  • Investigate and resolve escalated complaints per the Council’s Complaints Policy.
  • Contribute to Health and Safety management in line with LCC policies and legislation.
  • Provide specialist construction knowledge and contract management, including attendance at contract review meetings.
  • Understand SLAs and construction contract forms (e.g., JCT, NEC).

Essential Requirements

  • City and Guilds 1 & 2 or NVQ 3 in lift engineering or equivalent knowledge and experience.
  • SMSTS minimum; HS qualification advantageous; full driving license essential.

Desirable Requirements

  • Recognised Management Certificate
  • Membership of a professional body (e.g., RICS)
  • Recognised H&S qualification (e.g., IOSH, NEBOSH)
