About The Role
Senior Manager – Local Public Services (Procurement, Cost Reduction & Transformation) at PwC UK. This is a leadership role in PwC’s Local Public Services team, working with councils, housing associations, charities, and devolved governments to rethink external spend, suppliers, and commercial operations to deliver measurable savings and long-term change.
What Your Days Will Look Like
- Lead client projects end-to-end from shaping the approach to delivering and embedding change.
- Manage multiple clients and build strong, trusted relationships with senior leaders.
- Guide teams and oversee the quality of deliverables.
- Help grow the practice by contributing to business development and knowledge sharing.
- Stay up to date with public sector policy, regulations, and commercial innovation.
Expertise
You’ll bring particular expertise in one or more of the following areas:
- Cost Reduction
- Identify and deliver cost-saving opportunities across third-party spend and supplier ecosystems.
- Develop cost management and savings strategies tailored to public sector priorities and constraints.
- Procurement Strategy & Delivery
- Lead procurement projects aligned to regulations and best practice (e.g. Procurement Act 2023, Sourcing Playbooks).
- Design and deliver complex commercial strategies, including Delivery Model Assessments, Category Strategies, and full procurement lifecycles.
- Run end-to-end procurements, from early market engagement to contract award.
- Implement effective contract management and strategic supplier relationship programmes.
- Operational Improvement
- Streamline commercial and procurement functions for better value and service.
- Deliver operating model reviews and change programmes.
- Lead adoption of new processes, systems, and behaviours.
- Digital Transformation
- Drive innovation through data, automation, and next-gen commercial tools.
- Shape and implement digital roadmaps for procurement and commercial services.
This Role Is For You If
- You have extensive experience in the public sector or consulting, with a focus on procurement, supply chain, cost reduction, and transformation.
- Understanding of public sector procurement regulations (including Procurement Act 2023, and prior frameworks such as PCR/UCR).
- Proven ability to deliver successful, complex projects with high financial and strategic value.
- Strong leadership and people development skills including leading teams and supporting junior colleagues.
- Excellent stakeholder management, communication, negotiation and influencing skills with the ability to work with senior decision-makers, convey the value of procurement and sourcing approaches and lead negotiations with suppliers.
- Confidence with tools used in public sector procurement (e.g. source-to-pay platforms, data analytics tools).
- The flexibility to travel as needed to support our clients.
