MEICA Project Engineer

Main Function of Role: End-to-end project delivery of mechanical, electrical, instrumentation, controls, and automation (MEICA) projects.

Requirements:

  • HNC / HND or Degree qualified in a relevant engineering discipline.
  • Experience in water or wastewater projects.
  • CSCS Card.
  • Water Hygiene Card.

Overview: United Utilities (UU) have awarded a single 5 (+5)-year framework agreement to manage and deliver large-scale on-site asset maintenance activities across the North West region. This includes the management and execution of diverse works across Water, Wastewater, and Bioresources workstreams.

We require MEICA Project Engineers to support the development and delivery of these projects. The Project Engineer will build key relationships with UU operational personnel and supply chain partners, promoting collaboration and teamwork.

The role may be office- or site-based, depending on workload. The Project Engineer will ensure that all safety, contractual, technical, quality, and performance requirements are met, managing discipline engineers, designers, suppliers, and subcontractors.

Key Responsibilities

General:

  • Support operations within the Managed Service Provider (MSP) framework.
  • Ensure all projects and services comply fully with United Utilities' governance processes and approvals.
  • Provide consistent and accurate reporting of project performance within MSP systems.
  • Identify and manage project risks early, escalating issues promptly to the Project Manager.

Early Involvement:

  • Act as Design Engineer during concept and definition stages.
  • Provide engineering input during conceptual design phases.
  • Review solution packages and liaise with the Client to resolve issues.
  • Produce design deliverables and scope of works for pricing.
  • Review supplier bids and prepare project budgets.

Design and Engineering:

  • Produce engineering specifications and scope of works packages.
  • Manage subcontractor, service, and equipment suppliers from design through to completion.
  • Drive innovation, standardisation, and value engineering across projects.
  • Participate in detailed design HAZOPs and ALMs.

Safety, Health & Environment (SHE):

  • Ensure compliance with all safety, health, and environmental procedures.
  • Promote and embed SHE best practices across all project activities.

Procurement & Commercial:

  • Manage design and procurement activities to agreed budgets.
  • Identify and manage project risks and opportunities.
  • Raise requisitions for subcontractors, services, and equipment.

Programme Management:

  • Develop and manage engineering design and procurement delivery programmes.

Quality:

  • Attend factory acceptance tests and inspections in line with project quality plans.
  • Conduct supplier performance reviews.

Construction Management:

  • Produce and review site-specific SHE management documentation (CPP / RAMS).
  • Ensure understanding of safe site operation, including toolbox talks, briefings, and risk assessments.

Cyclic Activities:

  • Attend regular design and progress meetings.
  • Ensure smooth day-to-day project operations.

Capabilities and Competencies

The ideal candidate will have:

  • Strong knowledge and experience of CDM Regulations in both Principal Contractor and Principal Designer capacities.
  • Strong technical understanding of water and wastewater treatment processes.
  • Excellent communication, leadership, and interpersonal skills.
  • Strong contract awareness and commercial understanding.
  • Proven ability to manage multiple projects and priorities.
