Job summary

This role is responsible for leading the development of the Navy Command Finance Management Information (MI) team’s products, identifying ways to better support our Finance community via digital means and translating user requirements into end-to-end MI solutions. The Finance MI Lead Developer role combines specialist knowledge from both the finance function and in Microsoft Power Platform development, acting as the Subject Matter Expert (SME) for the design and development of digital tools to support the finance function.

The role supports the increasing demand signals from the Department for greater automation of financial processes, minimising manual intervention in day-to-day tasks and providing capacity for the finance function to focus on value-adding activities. The role provides support and leadership within a dynamic and friendly team and inputs into the MOD-wide initiative to build digital capability within the function and across the Department.

This is an exciting role that can provide the job holder with exposure across the finance function and to wider MOD including other Commands, Military Strategic Head Quarters (MSHQ) and Navy Digital. Existing products developed by the MI team are used not just by finance but across Navy Command and its delivery agencies, and multiple products have been adopted in other Commands and demonstrated to finance teams across other Government Departments.

This position is advertised at 37 hours per week.

Job description

The Navy Finance Management Information (MI) team provides support to Finance Business Partners, Financial Accounting, Financial Management, and Specialist Services teams within Navy Command. The MI team is comprised of finance staff who primarily develop apps, automation and dashboards to simplify and streamline financial tasks and workflows, and provide greater insight into combined financial and non-financial data to improve decision making.

The MI team follows a development framework to take products from an initial idea through to a delivered solution, working with the product owner and stakeholders to ensure that user requirements are captured and reflected, business processes are streamlined, and that relevant financial policy is incorporated and enforced. The MI Lead Developer role oversees and supports the end-to-end development process, with a leading role in the design and development phases. The post-holder will be responsible for designing solutions to meet defined user requirements, including determining a suitable data model, appropriate user permissions structure, and ensuring that relevant policy and guidance is incorporated. The post holder will oversee and contribute to the development of the designed solutions, providing expert guidance and support to other developers in the MI team to build their skills and ensuring that the end products meet a high standard of User Interface (UI) and User Experience (UX).

The job holder will be responsible for:

  • Designing new MI products, primarily using the Microsoft Power Platform (Power Apps, Power Automate, Power BI)
  • Leading the development of designed solutions, including guiding other MI developers to ensure that products developed across the team are coherent and follow best practice
  • Leading the testing and defect resolution phases for developed solutions, working with the product owner and stakeholders to ensure compliance with user requirements and to manage expectations
  • Overseeing the Through Life Support Management (TLSM) of live products
  • Stakeholder engagement, both with product owners, Subject Matter Experts and with other MI developers across the MOD
  • Ensuring compliance with MOD data governance and policy
  • Line management of up to 3 staff

Person specification

Essential criteria:

  • Experience using Microsoft Power Platform to develop new products, including using Power Apps, Power Automate and Power BI.
  • Finance experience - for example, experience with application of financial policy, short (i.e. in-year) and long term (e.g. 10-year) financial management, use of financial planning and reporting systems.
  • Good communication and stakeholder management skills.

Desirable criteria:

  • Working towards Level 4 Finance Qualification – AAT or Certificate level CCAB/CIMA and Financial experience over an extended period.
  • Line management experience.
