Overview

NCEA Land Access Database Technical Lead – 31738. This is a key role in delivering an operationally vital part of the Environment Agency’s National Capital and Ecosystem Assessment (NCEA) Programme. The programme supports Defra's wider NCEA work to build a groundbreaking evidence base on the state and value of our natural environment and ecosystems to transform environmental decision-making in England. The post works with the EA’s NCEA Operations team and is a national role with a flexible working location and some travel requirements. Responsibilities

  • Provide oversight for all aspects of landowner access for the monitoring networks within the NCEA programme.
  • Maintain landowner data in the Land Access Database, ensuring compliance with Environment Agency and legal requirements.
  • Collaborate with operations specialists to ensure delivery aligns with programme goals and timelines, while fostering strong cross-team relationships.
  • Manage and govern the dataset, with hands-on involvement in data management and governance activities.
  • Lead, guide, and train others to optimise data management processes and practices.
  • Work independently and with teams to troubleshoot access and programme delivery challenges; adapt to evolving priorities.

Experience and Skills

  • Experience with geospatial data and GIS; ability to manage landowner datasets and perform spatial analysis for NCEA networks.
  • Strong data management capability; ability to collect, analyse, interpret, manage, develop, and share data safely and effectively.
  • Proven ability to interact with internal and external customers and manage stakeholder access requirements.
  • Technical leadership skills including training, guidance, and optimisation of data management processes.
  • Ability to work both independently and collaboratively to address challenges and deliver programme outcomes.
