PERFORMANCE & TEST SENIOR MANAGER

Salary: The starting salary is £68,295 which includes allowances totalling £2,928.

The salary is broken down as £65,367 basic salary, which will increase annually until you reach the top of the scale - £70,012. Plus, a location allowance of £1,928 and a non-pensionable allowance of £1,000.

Location / Hybrid Working: This role will be based in Bow but there may be a need for you to attend offsite meetings as required by the business. We actively support hybrid working solutions, with the expectation that you will have 2 days working at home.

The Role:

Do you like to stress-test systems on purpose, so they never fail when it matters most? At the Metropolitan Police, our IT supports millions of Londoners every day, from mobile apps that our officers rely on, to web platforms and data systems powering critical investigations.

This is not coding new software, but rather orchestrating tests that push our systems to their limits. Using tools like Neoload and JMeter, you’ll spot bottlenecks, fix weak spots, and make sure everything is fast, stable, and reliable, so frontline officers and staff can do their jobs safely and effectively

In this role, no two days are the same. One day you might be building a load scenario to test a new mobile app; the next, coordinating multiple suppliers to deliver a cloud platform that supports thousands of users simultaneously. You’ll manage and maintain our test environments and labs, ensuring they mirror real operational conditions, and you’ll translate complex results into insights that anyone, from technical teams to senior leaders, can act on.

Collaboration is key. You’ll work alongside internal project teams, external suppliers, and technical specialists across a wide variety of systems, cloud services, mobile apps, web portals, data platforms, and middleware. Your voice will guide decisions, mitigate risks, and influence the quality and reliability of the technology underpinning policing in London.

We’re looking for someone with hands-on experience in performance and non-functional testing, comfortable in complex, multi-system environments, and confident working with internal teams and external suppliers. Public sector experience is not essential, you just need the skills and a passion for making systems resilient.

Essential skills:

  • Extensive knowledge of ICT testing in a multi-vendor outsourced environment.
  • A track record of successfully delivering performance and non-functional testing to projects in a complex environment which uses both in-house and supplier-based delivery methods.
  • Proven experience of delivering performance and other non-functional testing for large-scale complex projects as well as mobile applications.
  • Knowledge both technical and business oriented of middleware, platforms, applications and their processes is required.
  • Knowledge of non-production environments and how to provision and configure.
  • Proven Experience in Performance testing of Cloud applications, Mobile applications, Web portals, Data warehousing/Big data.
  • Knowledge and practical usage of Neoload and JMeter.
  • Experience in assuring ICT systems, configurations, packages and services are built to sufficient performance standards and quality to easily transition into service.
  • Within SFIA skill levels for testing, Level 5 is the minimum required.

Qualifications

  • Essential qualifications should include relevant ISEB or ISTQB accreditation and training.
  • Neoload certification is required. Alternatively, other well-established performance testing tools certification may be suitable.
  • Working in Agile environments.
  • Knowledge of open-source test tools and test automation.
  • Knowledge of test industry standards, e.g. IEEE829 and IEEE 29119, is a distinct advantage.
  • Knowledge and understanding of the TMMi framework.

Security Clearance:

Due to the secure nature of our work, successful candidates must pass all vetting and security requirements, which for this role means Force Clearance Level, Recruitment Vetting (RV), and National Security Vetting (NSV) Level, Counter Terrorism Check (CTC).
