Policy Adviser – Independent Football Regulator

Location: Manchester, M2 3AW

Salary: £38,856 – £43,174 + benefits

Start date: 1 November 2025

Join the regulatory policy team at the Independent Football Regulator, working on translating the Football Governance Act into a robust regulatory regime that improves financial sustainability and protects fan interests.

Role

We are recruiting two policy roles. The first focuses on developing and delivering the licensing policy framework. The second is a cross‑cutting coordination role that ensures a coherent approach across the policy team.

Responsibilities

  • Lead policy development on licensing regimes and processes.
  • Consult with stakeholders and manage relationships to build consensus.
  • Collaborate with policy leads on financial regulation, corporate governance and fan engagement.
  • Coordinate across the policy team to align policy delivery.

Person Specification

Essential Requirements

  • Strong analytical skills with proven ability to solve complex issues.
  • Excellent written and oral communication, able to translate complex issues into clear messages.
  • Experience working collaboratively with internal and external stakeholders to build consensus.
  • Organisational skills to deliver high‑quality work in a fast‑paced environment with competing priorities.

Desirable Skills

  • Previous experience developing or delivering policy at a regulator.
  • Understanding of the football industry and football governance issues.
