Overview
Policy Advisor – Payment Systems Regulator (PSR). Salary: £47,300 to £60,000 (salary offered based on skills and experience). Division – PSR; Department – Policy.
The PSR is an independent economic regulator focused on payments. The Policy team drives delivery of policy development, analysis, project delivery and stakeholder engagement, including work on unlocking the potential of account-to-account payments for retail transactions and promoting innovation in open banking. The PSR is currently an independent subsidiary of the FCA, with ongoing transition considerations at government level. The PSR continues to focus on delivering its programme of work in collaboration with the FCA.
This role is part of the Policy team, offering opportunities to contribute to policy development, analysis, and delivery in a fast-moving financial services environment.
What you will be doing
- Contribute to the delivery of policy projects and analysis, independently and as part of a team
- Work collaboratively as part of multi-disciplinary project teams, building relationships with policy, economist, legal and communications colleagues, delivering high quality work
- Liaise with a wide variety of stakeholders, including firms, government, other regulators and consumer groups, to gather evidence, test policy options and explain our approach
- Conduct policy analysis to support our work
- Draft briefings to concisely explain complex issues, often within tight timeframes and present policy recommendations to the project and PSR leadership
- Contribute to the drafting of internal and external policy papers, including governance committee papers, policy presentations, consultation documents and policy statements

Minimum
- Prior experience of working in a policy or regulatory environment
- Proven experience of project delivery – including ability to plan and work to deadlines
Essential
- Strong written and oral communication skills, including the ability to distill complex issues into succinct messages and present confidently to a variety of internal and external stakeholders
- Strong relationship and influencing skills and an ability to work with other team members and experts, internally and externally
- Excellent prioritisation skills with the ability to define priorities and provide high quality contributions where it is most needed
- An ability to exercise judgement in collaboration with a multi-disciplinary team, including economists, lawyers, payment specialists and other policy advisors
- An ability to take into account potentially conflicting views without losing sight of overall strategic aims and objectives
