Pre Contract Power Senior Quantity Surveyor / Commercial Manager – London (Hybrid) – Permanent, Full time. Competitive salary, car/car allowance, and flexible benefits. Freedom is seeking a Senior Quantity Surveyor / Commercial Manager to work within the Power SBU alongside the operation, technical and bidding teams as the dedicated Commercial Lead for Pre-Contract matters for all tenders.

Reporting to the Senior Commercial Manager within the SBU, you will ensure governance is followed while proactively engaging and negotiating with new and existing clients. You will lead the negotiation process upstream and downstream (where required) with effective strategies to protect the business’ red lines.

Key Responsibilities

  • Provide leadership for the Commercial Team and wider groups in line with company standards and values, aiming to maximise the potential of both teams and individuals.
  • Commercial contract evaluation for bids including Commercial Review, Legal review, risk profile and mitigation strategy, Insurance and bonds review.
  • Ensure all rates are built up from first principles and market tested.
  • Collaborate with other SBUs, including internal Professional Services for internal design for prospective tenders; manage contracts and ensure appropriate commercial rigour in line with Group operating standards.
  • Manage tender costs within the SBU to ensure fairness and equity.
  • Lead on Handover to delivery team; complete business reports as required by the Managing Director, Operations Director, Commercial Director and/or Senior Commercial Manager.
  • Ensure all contracts, up and down the supply chain, are in place and appropriate for the business; provide projected cash flow forecasts and value completed works as required.
  • Identify and notify of Compensation Events (if required); work with estimator and CVR creation.
  • Attend client progress meetings and prepare necessary commercial paperwork for Operations Delivery (OD) as required; follow procedures for Client Work Approval; manage applications, invoicing and debts.
  • Manage the Commercial team (potential for future); monitor financial targets and forecasting, collaborating with Operations to meet monthly targets.

What We're Looking For

Essential: Significant experience responsible for the commercial performance of projects; HV experience, including New Connections/Point of Connections; experience on various forms of Contract (NEC/JCT/FIDIC); experience with Civil Engineering and Construction projects; Pre-Contract Tender experience.

Desirable: Experience successfully managing a team.

Qualifications

Relevant BSC/MSC degree; Chartership and/or membership to an industry recognised body.
