South Yorkshire Mayoral Combined Authority (SYMCA) is currently in the process of reviewing its terms and conditions of employment including pay and grading. Key Responsibilities
This is an exciting time to be part of SYMCA. As a Strategic Authority, we are eligible for the highest level of powers and funding through devolution, including eligibility for integrated settlement from April 2026. This allows us to align the priorities of people in South Yorkshire with how we spend our money. Our Mayor’s commitments for South Yorkshire across growth, our communities, the environment and our health are underpinned by the six principles for how we work outlined in our Corporate Plan. As part of this, we are developing our analytical capacity and capability even further, putting evidence at the heart of our thinking and taking innovative approaches to how we design and deliver for and together with the people of South Yorkshire.
This new role is at the heart of our approach. You will lead on behavioural insights for SYMCA, working with senior colleagues as the go-to advisor on behavioural science. You will work closely with senior officers, the Mayor and Deputy Mayor to scope and commission behavioural insights projects focused on Mayoral priorities, such as transport, walking, wheeling and cycling, community safety and economic inactivity.
Key Responsibilities Include
- Lead the application of behavioural science to policy questions, identifying opportunities to make a difference to outcomes for people in South Yorkshire.
- Scope and secure funding for a programme of behavioural insights projects targeted at organisational priorities.
- Commission a suite of behavioural insights projects working with partners in consultancies, research organisations and academia, ensuring they make a difference to real-world outcomes for people in South Yorkshire.
- Project and programme management of the behavioural insights agenda, delivering multiple projects through others without sacrificing quality or pace.
- Represent SYMCA at a national level on behavioural science with government and experts in the field, leveraging expertise towards our priority outcomes.
- Work collaboratively with the rest of the research, analysis and insight function and colleagues working on change and citizen experience to embed behavioural insights in SYMCA and leverage existing resources in support of it.
- Lead cultural change in SYMCA around behavioural insights, including building compelling examples of case studies and sharing these across the organisation.
- Matrix management of staff in the wider research, analysis and insight function on specific projects, and the development of our future resourcing model on behavioural insights.
About You
We are seeking a highly skilled and motivated person with a strong background in applying behavioural science to complex policy problems, and collaborative stakeholder engagement skills. The successful candidate will bring a proven track record of applying behavioural insights in the public sector, along with excellent communication and project management skills. The following qualifications, experience, and skills are essential for success in this role:
- Education to degree standard, with relevant training in behavioural science.
- A proven track record of applying behavioural science to policy problems in the public sector.
- Demonstrable evidence of defining complex problems, ensuring research quality, and bringing insights which make a difference to outcomes in the real world.
- A track record in the formulation and delivery of work programmes which are aligned to organisational priorities, deliver tangible results and improve decision-making.
- Highly flexible, adaptable and resilient to meet and embrace changing circumstances and demands.
- Strong communication, negotiation, and interpersonal skills with the ability to engage effectively with a variety of internal and external stakeholders at a senior level.
- The ability to explain complex concepts clearly, orally and in writing, to a variety of audiences, including at the most senior level.
- Experience in effectively working across an organisation to effect cultural change.
- The ability to develop colleagues to deliver and build a positive, collaborative team culture.
