The Procurement Division

The Procurement Division is responsible for ensuring value-for-money for around £300m of third party spend annually and for compliance with procurement policies and regulations. The sourcing team undertakes the end-to-end procurement process across a broad range of categories to support all parts of the Bank, implementing category strategies and managing the future sourcing timeline. The division is organised into three business partnering teams, covering Technology, Property & Notes Production, and Corporate.

Role summary

This role is within the Procurement Division's Sourcing team and offers the opportunity to develop expertise in the procurement profession. It is part of the Technology commercial business partnering team, responsible for procuring IT infrastructure, hardware, software, support, cyber, data, consultancy (professional services), and cloud services.

The Commercial Category Manager is responsible for delivering a pipeline of procurement activity in collaboration with stakeholders and other Procurement colleagues, and for leading projects independently as a Commercial Category Manager. Responsibilities include:

  • Developing procurement strategies and identifying routes to market
  • Supporting business areas in developing specifications
  • Producing tender documents with award criteria, commercial models, and contract terms
  • Managing subject matter experts and stakeholders through the full procurement process
  • Administering tender periods, clarifications, bidder briefings, and meetings
  • Running evaluation processes and leading or supporting commercial evaluations
  • Drafting and finalising contracts, addressing risks and policy requirements
  • Managing transition from sourcing to contract management with the Contract owner/manager
  • Creating and publishing notices for tendering opportunities and contract awards

Other responsibilities include:

  • Advising on strategic direction of the category by collaborating across the Bank
  • Generating spend data, market insights, supplier reports, and contract performance metrics
  • Providing governance support to ensure compliance with management boards and saving targets
  • Supporting risk management and development of commercial competencies across the Bank
  • Driving sustainability and working with Supplier Management to ensure best-practice contract management
  • Providing support to the wider sourcing team during peak tender periods

Role requirements

Minimum criteria

  • Proven track record of managing a complex pipeline of work and delivering innovative commercial solutions
  • Experience of end-to-end sourcing for high-value or high-complexity contracts

Essential criteria

  • Experience in public sector procurement
  • Experience of Public Contract regulations PCR2015 and knowledge of the Procurement Act 2023
  • Strong stakeholder management and communication skills
  • Knowledge of routes-to-market and contract models
  • Excellent organisational, planning, and time-management skills
  • Ability to work on multiple projects simultaneously
  • Self-motivation and ability to work independently and in a team
  • Attention to detail in drafting and reviewing documents
  • Ability to translate data into actionable insights
  • MCIPS qualification (or working towards)
  • Experience with e-procurement systems (e.g., Proactis, Oracle)
  • Experience with Corporate/Technology procurements and standard contract forms
  • Supplier and/or contract management experience post-award

Desirable

  • Experience of e-procurement systems and technology procurements
  • Further experience in corporate/technology contracts

Salary and benefits

Salary for this role in Leeds: £46,320 - £52,110 plus a comprehensive benefits package, including a career-average pension, annual leave, private medical insurance, income protection, and a discretionary performance award.
