Join to apply for the Programme Director role at Spelthorne Borough Council.
This is a Fixed Term Contract to end 30 April 2027 and is a Full Time, hybrid post (office and home working in line with Spelthorne Borough Council’s policy). The role is based in Spelthorne Borough Council, located near London, and involves leading the Council’s Improvement and Recovery Plan following a best value inspection and Government intervention.
Responsibilities
- Direct and deliver the Improvement and Recovery Plan and drive service transformation and culture change.
- Lead the Programme Management Office to ensure timely delivery of the Plan.
- Work with the senior leadership team and Commissioners to provide progress updates to the Improvement and Recovery Board, the Council and its committees.
- Report to the Chief Executive and ensure the effective running and delivery of the Plan.
- Provide advice and information on progress to key stakeholders and challenge the status quo to achieve targets.
- Collaborate with other senior officers to achieve internal targets and future requirements during Local Government Reorganisation.
- Assist with governance and delivery in line with government directions from the best value review.
- Adhere to the Council’s policies, including attendance in the office as required by service needs or rota arrangements.
Qualifications and experience
- Excellent programme management skills.
- Experience in a government intervention process (preferred) to ensure delivery of the Improvement and Recovery Plan.
- Ability to communicate effectively with customers in accurate spoken English (essential for customer-facing posts).
- Understanding of and compliance with the Code of Practice on English language requirement for public sector workers and the Immigration Act 2016 requirements.
