Overview
The Rail Plant Maintenance Engineer is accountable for Engineering aspects in relation to the use of Engineering Fleet, the associated vehicle plant and rail plant on the Elizabeth Line. They will establish and manage a robust, co-ordinated, and integrated maintenance plan. They will represent Engineering Fleet across the Elizabeth Line and lead strategic plans to 2030, including creating the asset management plan and stewardship plan. The role aims to optimise the fleet and deliver efficiencies, lead resolutions of fleet faults, ensure maintenance sheds are fit for use, and maintain compliance with mitigation plans for any non-compliance.
Key Accountabilities
- Ensure the safety of the Engineering Fleet and compliance with regulations and standards. Prioritise and monitor the work bank, and perform assurance checks, quality checks and audits.
- Assist the Infrastructure Maintenance Fleet and Depot Manager to manage a 5-year asset investment budget. Establish and lead the stewardship plan and manage vehicle maintenance instructions to RFLI standards and regulations.
- Coordinate with vehicle maintenance contractors to align maintenance planning with operations and asset management requirements to deliver a compliant, safe, operable and maintainable railway.
- Ensure that RFLI through the maintenance contractor meets specification, planning, execution and quality of maintenance, safety management, and asset whole life, RAM and Remote Condition monitoring.
- Apply PUWER obligations and maintain safety, reliability and performance of Engineering Vehicles, related equipment and rail plant.
- Lead continuous improvement initiatives to extend fleet life, including Reliability Based Maintenance as part of the Predict and Prevent strategy.
Skills, Knowledge & Experience
- Team leadership experience with the ability to motivate professionals from multiple disciplines.
- Excellent engineering skills with experience in Engineering Vehicles and Rail Plant.
- Strong decision-making, analytical and risk management abilities.
- Ability to formulate and communicate clear visions for planning and delivering initiatives and programmes.
- Experience delivering high-value, complex projects.
Knowledge
- B.Eng or equivalent qualification.
- Knowledge of Engineering Vehicle maintenance and Rail Plant.
- Member or Associate of a relevant professional institution (IET, IMechE).
- Knowledge of Network Rail Safety standards for Rail Plant and regulations for use of Plant and LOLER.
- Understanding of railway safety-related standards and business structures within the Rail Industry.
Experience
- Experience in the rail or other infrastructure/asset-critical industries.
- Experience in infrastructure/asset stewardship and maintenance management.
- Experience managing a range of maintainers and delivering maintenance engineering stewardship strategies.
- Experience collaborating with other engineering functions.
