SEND Senior Commissioning and Quality Assurance Officer – Birmingham, England, United Kingdom.

Permanent, full-time (36.5 hours per week), hybrid working. The role may involve working from home, council premises and site visits to education providers across the West Midlands and neighbouring local authorities.

Responsibilities

  • Lead a team of commissioning & quality assurance officers undertaking commissioning activities to support Birmingham’s Strategy for Children and Young People and Young Adults (CYP) with SEND.
  • Develop & monitor commissioned SEND services, using contract management and monitoring to ensure education services deliver outcomes for CYP.
  • Focus on quality and performance, deliver value for money, and build strong relationships with stakeholders and providers.
  • Implement & manage robust quality assurance processes across all commissioned placements to ensure services deliver the best outcomes for CYP.
  • Collaborate with SEND officers in the commissioning process to secure a wide range of suitable school placements and educational experiences for vulnerable children and young people with SEND.
  • Support the development of the SEND Commissioning & QA Team to grow confidence and capability in their roles.

Qualifications and Skills

  • Experience within Quality Assurance, Commissioning and/or Contract Management.
  • Strong team leadership skills and the ability to respond to complex situations at pace while aligning with longer-term priorities and the SEND Strategy & SEND and AP improvement plan.
  • Ability to develop and implement robust quality assurance processes and ensure services deliver value for money.

Requirements and Benefits

  • Working 36.5 hours per week, hybrid working; travel to education providers as required.
  • Employer: Birmingham City Council; job grade: Grade 5; Salary £42,839 - £51,356; consultation grade subject to formal evaluation under the Pay Equity Review.
