Role: Senior Commercial Officer REF 94933
Contract Length: Until end of March 2026
Location: Hybrid/Andover, Wyton, Whittington or Glasgow based, candidates can pick any of the 4. Requirement is 3 days on site 2 days remote. Likelihood for candidate to travel to Whittington as that is where bulk of team based and some travel to other PFI sites

Pay Rate to Intermediary: Market Rate

Responsibilities of the Senior Commercial Officer

  • Managing the Competitive Flexible Procurement, including Dialogue Phases, ensuring compliance with the Procurement Act
  • Updating and maintaining Commercial Strategies
  • Engaging with Approving Authorities, including the Cabinet Office
  • Conducting pre-sourcing activity for complex PFI replacement projects of high value and high profile
  • Undertaking Market engagement, assessment and analysis and reports and supporting Commercial Strategies and Business Cases for Cat A Projects
  • Supporting the development and implementation of the procurement processes for the Programme
  • Provide input to Commercial strategies for Programme and other PFI replacement contracts
  • Procuring all support contracts required to support the Programme
  • Lead on commercial work strands both internally and externally

Skills / Experience

  • Procurement role – full lifecycle
  • Management and delivery of regulated competitions – high value
  • PCR 2015
  • FAMILIAR PA2023 & PA2024
  • Strong stakeholder management skills at all levels
  • Evaluation and some moderation (mainly note taking)
  • Cat A level
  • Public Sector – Essential
  • Major government department type
