Overview

Senior Consultant - Water Governance, Strategy & Policy at ICF. This role sits in ICF’s European Policy, Research, Evaluation and Strategy unit. ICF provides independent policy research, evaluation and analytical support to the Defra group and other UK public sector clients, working across the full spectrum of UK environmental and related policies, including water policy.

Responsibilities

  • Contribute to evaluations of flood risk management programmes and studies on governance models for water resource management.
  • Assist with mechanisms for mobilising finance for nature recovery and the appraisal of water-focused innovation programmes.
  • Participate in projects that contribute to the development and improvement of policies and programmes in the water and flood resilience sector.
  • Develop knowledge and skills through training, mentoring, and line management arrangements where applicable.
  • Support business development, including contributing to proposals and grant applications.
  • Communicate findings clearly in written and verbal form and work collaboratively with teams and stakeholders.

Qualifications

  • Demonstrable interest and experience in environmental policy, especially UK water policy (water resources, floods, water quality).
  • Strong qualitative, quantitative and analytical skills.
  • Experience in evaluation, economic analysis and appraisal, impact assessment, data science and/or environmental economics.
  • Good understanding of the UK policy-making process; experience working on UK Government assignments is advantageous.
  • Degree, Master’s degree or PhD in a relevant discipline.
  • Relevant professional experience of at least 5 years.
  • Experience managing projects, including budgets and research teams.
  • Business development experience, including contributing to proposals/grant applications.
  • Exceptional written and spoken English; strong organisational and collaborative working skills; highly developed interpersonal skills and self-motivation.
  • Prior consulting experience is an advantage; candidates from academia, government or NGOs are welcome.
