Role
In this role as Senior Finance Analyst, you will be the Revenue Business Partner responsible for Public Realm, within the Neighbourhoods & Regeneration Directorate which comprises six service areas: Highways Management, Healthy Streets and Parking, Parks and Green Infrastructure, Regulatory Services, Neighbourhood Management and Service Development and Contract Performance. You will be responsible for providing officers and senior stakeholders with high level professional advice and making a positive contribution to the delivery of these services including a number of high value contracts for service delivery in particular around waste, parking and highways management.
In order to be successful, you will be a CCAB-qualified accountant with extensive experience in financial leadership within large, complex public sector organisations, offering strategic advice on budgeting, procurement, and policy. You will have proven ability to interpret complex legislation and financial data, deliver improvements, and lead teams effectively.
Key Responsibilities
- Support all officers within their service area, providing them with high level professional advice on a very broad range of financial issues and their relation to the Council's corporate and managerial objectives.
- Support the services in managing these contracts and ensuring appropriate financial control.
- Provide significant and senior input to corporate financial processes such as co-ordinating major elements of the annual accounts or budget process.
- Advise on and maintain appropriate financial controls and challenge senior managers as necessary in this regard.
- Be an appropriate professional role model to junior staff in the department and to foster and champion professional development.
Qualifications
- CCAB-qualified accountant with evidence of significant relevant continuing professional development.
- Experience of providing financial advice and leadership in a large and complex organisation, working with a high degree of professional independence and integrity.
- Experience of advising on managing all aspects of large and complex budgets, delivering significant improvements as a result.
- Experience of preparing accounting statements and statutory statistical returns.
- Experience of contracting for services, providing financial and commercial advice to inform procurement strategy and negotiations.
- Experience of working in the public realm service areas.
- Ability to analyse and interpret legislation and regulation, and to develop strategic policy responses accordingly.
- Ability to analyse, interpret and report upon large amounts of complex financial, accounting and output information and to analyse complex business processes.
- Strong leadership skills, capable of motivating and inspiring junior staff and building effective working relationships at senior levels across the organisation and with partners.
