Following the Independent Water Commissions final report, the UK government has set out a bold new direction to deliver better outcomes for customers and the environment. The Role

The Independent Water Commission published their final report on the review of the water sector regulatory system on 21 July 2025. We are in a period of change but continue to deliver the core work, including delivering the £104 billion investment package to maximise benefits for customers and the environment. Our focus remains on independent economic regulation and delivering our vision of a secure and sustainable water sector.

The creation of the new regulator may take up to two years to finalise, during which time we will work with the government and regulators to plan a smooth transition. We are looking for two Principals to join our Outcomes team. These roles are highly influential and offer exciting challenges. The Outcomes team shapes the next price review, sets performance targets, and incentivises companies to deliver for customers in the Price Review 2024 (PR24) period of 2025–2030 and beyond.

Two key areas the Principals will lead on are:

  • Developing our performance commitment levels (PCLs) – the stretching performance targets for the sector.
  • Developing our outcome delivery incentives (ODIs) – the financial penalties and rewards for company performance.

Responsibilities

  • Lead criterion 1: Significant experience solving analytical problems using technical knowledge, quantitative and qualitative methods.
  • Lead criterion 2: Strong interest in and aptitude for economic regulation.
  • Undergraduate degree in a numeric discipline or equivalent policy experience.
  • Experience managing large projects, including independent consultants.
  • Excellent stakeholder management, influencing internal and external stakeholders.
  • Excellent written and oral communication skills, with ability to explain analysis in non-technical language.

  • Strong analytical and regulatory background with experience in economic regulation.
  • Ability to lead complex projects and work with a range of stakeholders.
  • Proven ability to communicate complex analysis clearly.
