We have an exciting opportunity for a Senior Policy Lead (also known as a Senior Change Lead – Grade 10) to join the Change team on a permanent basis.

Team Overview:

Customer Operations is the directorate within Elexon that manages customer-focused processes within the Balancing and Settlement Code (BSC).

The Rules Management team supports Ofgem and industry to develop and implement beneficial industry changes, including BSC, Data Integration Platform (DIP), Market Facilitator changes, and Capacity Market Rule Book updates. The team engages with senior colleagues and industry stakeholders, delivering technical reports, project/policy management, and governance services to support Elexon’s reputation.

Rules Management is divided into Industry Change, BSC Administration, and support for the Capacity Market Advisory Group (CMAG). The Industry Change team manages the progression of industry change projects through a structured governance process, leading multidisciplinary teams. The CMAG team administers the CM Rules Change process, providing secretariat support and technical expertise. The BSC Administration team ensures accurate implementation of document updates and supports industry committees. Rules Management also oversees the Digital Code product.

Job Purpose:

The Senior Change Lead works within the Change team, potentially on various areas of change based on business needs. This role involves matrix management of 3-4 colleagues per project, overseeing the progression of change projects through governance, and ensuring high-quality delivery within deadlines.

The role requires researching complex topics, writing clear technical reports of up to 10,000 words, and presenting findings to industry stakeholders. The Senior Change Lead must also plan and organize their workload effectively and seek continuous process improvements.

Additionally, the Senior Change Lead supports colleagues, chairs meetings, facilitates industry discussions, and manages stakeholder relationships.
