RGH-Global is delighted to present an exciting opportunity for a Senior Strategy Advisor to join a dynamic Policy Unit team in Chelmsford. This is a temporary 12-month role, offering a hybrid working arrangement, allowing you to work remotely part of the week with an expectation to attend the office in Chelmsford at least one day per week. Travel to the office will be at your own expense, with further details to be discussed at the interview stage.

The Opportunity

Our client, a forward-thinking public sector organisation, is embarking on a transformative journey as part of the Government’s Devolution Priority Programme. This includes the creation of a new Mayoral Combined County Authority for Greater Essex, with mayoral elections scheduled for May 2026, and the development of proposals for Local Government Reorganisation, with business cases due in September 2025 and new unitary councils set to be established by 2027/28.

These reforms will shape local governance for decades, delivering improved outcomes, services, and value for residents. As a Senior Strategy Advisor, you will play a pivotal role in the planning and implementation of this ambitious programme, contributing to strategic policy development within a collaborative and innovative team.

Key Accountabilities

  1. Provide expert strategy and policy advice to ensure informed decision-making, supported by detailed analysis and planning.
  2. Support corporate planning activities to develop robust strategies that achieve agreed outcomes.
  3. Demonstrate agility and flexibility in crafting clear strategies and policies aligned with organisational objectives.
  4. Build and maintain relationships with key partners to leverage intelligence and insights, making recommendations for future collaboration opportunities.
  5. Analyse local and national guidance to understand its implications for commissioning, delivery, and corporate strategy.
  6. Utilise quantitative and qualitative data, including demographic and performance information, to identify challenges and propose robust policy solutions.
  7. Deliver high-quality policy and strategy advice to diverse stakeholders through various media, meeting the needs of broad audiences.
  8. Maintain a broad perspective on the external policy landscape, interpreting proposed changes and assessing their impact.
  9. Collaborate with business, academia, and think tanks to stay informed on emerging trends and challenge existing policies and practices.
