Overview Development Management Implementation (DMI) Senior Engineer Are you a dynamic, creative and delivery focused Highways Engineering / Transport Planning professional capable of applying top-tier technical skills to support Tetra Tech in a new relationship with Hertfordshire County Council (HCC)? HCC has awarded Tetra Tech, in partnership with co-consultant partners Jacobs and Tony Gee and Partners, their Professional Services Contract (PSC) for the delivery of Highways and Transport Professional Services. The PSC is a long-term contract requiring close partnership within the Council’s Highways ‘One Service’. Within the PSC, Tetra Tech is responsible for the Development Management Implementation (DMI) Service function and to provide support to other service areas within the One Service. The DMI Team is currently responsible for service delivery and comprises circa 20 staff members. Tetra Tech is seeking an experienced Highways Engineer / Transport Planner at Senior or Principal Consultant grade to be a team leader, technical specialist and key member of the DMI Team. This is a pivotal, challenging and exciting role, which requires managing a team of staff and delivering technical work outputs to internal and external stakeholders and delivery partners. The successful candidate will have the option to follow a hybrid office / home-working approach if desired. Responsibilities The role involves:
Leading a team of staff within the DMI Service function and providing technical output to internal and external stakeholders and delivery partners. Engaging with Hertfordshire County Council and other partners to deliver high-quality highways and transport projects.
Requirements
Significant highway design experience, ideally with local authority experience; experience with a private sector developer is beneficial. Experience providing professional and technical advice on highways Section 278 and Section 38 Agreement works, including preparation or review of developers’ proposals and checking specifications for works on adopted or to-be-adopted highways. Proven project management capabilities; staff management experience is desirable but not essential. Prepared work programmes, costings and budget management/monitoring for highway schemes. Reviewed developers’ method statements and traffic management proposals. Experience undertaking road safety audits at relevant scheme stages. Carried out site inspections during and after construction, including preparation of remedial works and liaison with developers. Reviewed Transport Assessments and other transport and highways documents as part of planning applications. Provided pre-application advice to developers on Transport and Highways matters.
Preferred Qualifications
Degree or Master’s in a relevant subject (e.g., civil engineering, transport planning). Professional accreditation, such as MICE or CIHT.
