We’re offering a unique opportunity to lead a high-profile behavioural change initiative for our Smarter Regulator – Think, Feel, Act workstream. This role is central to delivering the Smarter Regulator theme within our organisational strategy and will be instrumental in shaping how our people work to help us become a more purposeful, predictable and proportionate regulator. You’ll be responsible for developing a consistent, organisation-wide understanding of what it means to be a Smarter Regulator embedding this across our people, processes and technology.

This is a hands-on leadership role that will collaborate closely with key internal stakeholders, including HR, Communications and Change, to ensure our people are empowered, supported and motivated to adopt smarter ways of working. You’ll work in close alignment with the Smarter Regulator Projects & Initiatives and Comms & Engagement workstreams, playing a key role in driving meaningful behavioural and cultural change across the organisation.

What will you be doing?

  • Lead the design and delivery of the Think, Feel, Act workstream, ensuring it aligns with and advances the Smarter Regulator strategy

  • Co-create a behavioural framework defining key principles and messaging in partnership with internal teams and external experts to support meaningful change

  • Map current initiatives that support Smarter Regulator behaviours, conduct a thorough gap analysis and use insights to shape future interventions

  • Design and run pilot programmes to trial how Smarter Regulator principles can be integrated into day-to-day activities across all levels of the organisation

  • Develop robust tools and methods to monitor, measure and report on behavioural change outcomes, ensuring progress is visible and actionable

  • Collaborate with HR, Comms, Strategy and external partners to align efforts and manage agency support

Which skills are required?

Minimum

  • Experience in delivering behavioural change programmes or people-focused initiatives, including designing, piloting and scaling interventions that drive measurable organisational impact

  • Experience in organisational development, change management or behavioural science, with a proven ability to manage external suppliers and collaborating across cross-functional stakeholder groups

  • Experience influencing and leading senior stakeholders, confidently navigating competing priorities to align interests and deliver successful outcomes

Essential

  • Translate strategic vision into clear, actionable plans combining big-picture thinking with practical delivery to drive meaningful change

  • Engage, influence and inspire stakeholders at all levels through strong interpersonal and communication skills, including the ability to present complex ideas with clarity and impact

  • Use data and analytics to inform decision-making, shape strategy and track progress blending analytical rigour with behavioural insight

  • Build strong, collaborative relationships across teams and disciplines, creating alignment and shared ownership in dynamic, fast-moving environments

  • Thrive in ambiguity and adapt to shifting priorities, bringing empathy, curiosity and a deep understanding of human behaviour to guide people through change

  • Deliver outcomes with a clear focus on project execution, risk awareness and mitigation ensuring initiatives land successfully and sustainably
