Sr Manager, UK Product and Credit Governance – PayPal UK

PayPal is seeking an experienced leader to drive product governance for UK payments and credit products, ensuring regulatory compliance, fair value outcomes for customers, and effective governance across the full product lifecycle. This role reports to the UK COO team and collaborates with Compliance, Product Owners, Risk, Legal, and other functional areas.

Job Description

We are looking for an experienced Payments & Credit Product Governance, Senior Manager to lead and enhance product governance within PayPal UK. This is a pivotal role in ensuring our PayPal UK product suite complies with UK regulatory expectations and delivers fair value and good outcomes to our UK customers. As a key member of the UK COO team you will support PayPal’s consumer payments and lending activities in the UK and will work closely with Compliance, Product Owners, Risk, Legal and other group functions to maintain strong governance over the full product lifecycle.

Responsibilities

  • Product Design: Bring a structured risk and customer/consumer duty focussed approach to the design, approval, oversight and review of payment and credit products on behalf of the PayPal UK regulated entity.
  • Product Governance Framework: Lead the implementation and continuous improvement of the UK Product Governance Framework. Ensure governance processes are proportionate to product complexity and risk.
  • Credit Decision Frameworks: Work with the global Credit and UK Risk (second line of defence) team to ensure oversight of credit decision frameworks, ensuring credit exposures comply with FCA regulation and established risk limits incorporating responsible lending practices and affordability assessments to help safeguard credit quality and support sustainable and compliant business growth.
  • Change Management: Manage UK product and credit policy change governance, working with Compliance, UK Risk and global credit teams.
  • Policy Updates: Collaborate with global Product and UK Credit Compliance and Legal teams to ensure that the product and credit policies remain compliant with applicable regulatory guidelines.
  • Product Review Committee: Coordinate, manage and lead secretariat of the UK Product Review Committee. With support of a UK Consumer Duty Outcomes Manager you will prepare agendas, provide challenge and minute actions and decisions.
  • Product lifecycle Reviews: Ensure governance processes are proportionate to product complexity and risk. Manage product oversight across the lifecycle, from initial concept through to annual product reviews.
  • Consumer Duty Alignment: Collaborate with the PayPal UK Consumer Duty and Product teams to develop and maintain product documentation, including product approval papers, target market assessments, fair value assessments and outcome testing.
  • Cross Functional Collaboration: Partner with the wider UK COO team, Product Owners, Risk, Compliance and Legal to embed governance into product development and delivery.
  • Reporting: Prepare periodic product governance reporting for UK COO, Senior Management, Board and regulators as needed.
  • Audit Reviews: Support Internal and External Audits and risk assessments related to product oversight.

Qualifications

  • Greater than 7 years experience leading product governance, conduct risk and/or compliance within a UK regulated Financial Services organisation.
  • Proven ability to manage governance forums and work across disciplines (product, legal, risk, operations).
  • Strong organisational and communication skills, with attention to detail, rigor and an ability to influence different stakeholder groups.
  • Commercial awareness with a clear focus on good customer outcomes and conduct.
