About the role

Bury Council is seeking a dynamic and experienced Stock Investment Manager (Delivery) to lead the implementation of major capital projects aligned with the borough’s ambitious regeneration and infrastructure strategy.

This is a pivotal role within Housing Services, responsible for delivering high-profile, multi-million-pound capital programme that will shape the future of Bury’s 7,700 social housing stock.

Key Responsibilities

  • Lead the delivery of capital projects from inception to completion.
  • Manage project teams, consultants, and contractors to ensure timely and cost-effective delivery.
  • Develop and maintain detailed project plans, financial forecasts, and phasing strategies.
  • Collaborate with internal departments (legal, finance, procurement, planning) and external stakeholders.
  • Provide strategic oversight and reporting to senior leadership, elected members, and other stakeholders.
  • Ensure compliance with procurement, health & safety, and sustainability standards.

About You

You will be a confident and capable project delivery professional with:

  • Proven experience in managing large-scale capital investment programmes.
  • Strong stakeholder engagement and communication skills.
  • A background in regeneration, infrastructure, or public sector capital delivery.
  • Ability to manage budgets, risk, and performance across multiple projects.
  • A strategic mindset with a hands‑on approach to problem‑solving and delivery.
