An exciting opportunity has arisen for a determined and skilled individual who is committed to improving the lives of some of the most vulnerable people in Sheffield.
The Strategic Commissioning Manager for Vulnerable People and Changing Futures manages a team responsible for a number of prevention and support contracts with external charities and voluntary organisations, ensuring that these services are delivering good outcomes for vulnerable people and people living with multiple disadvantage. A key objective over the next 2 years is the implementation of a new strategy for early help and prevention services for vulnerable adults which will bring existing services together into a new delivery model alongside other Community and Social Care Service Leads in the Council and with external partners in the NHS, Voluntary Sector and the Police. The post is an important champion for the voice of people with lived experience in the development of new ways of working in Sheffield.
The role also takes the Lead on the delivery of the Sheffield Changing Futures Service. This is a Government funded programme which aims to transform the lives of adults who have severe and multiple disadvantage in relation to mental illness, drug and alcohol addiction, homelessness, involvement in crime and domestic and sexual abuse. The Sheffield Programme runs from 2021 to 2026, and partners across the council, in health services, the police and the voluntary sector are working together to change our services and systems to deliver better outcomes for some of the most vulnerable people in the city. The Council and other city partners have committed to sustain the ambitions and learning from the Programme, and the postholder plays a lead role in working out what the future framework for delivery looks like and oversee the transition from a centrally funded Programme to a wider early help and prevention delivery model for Sheffield.
The current postholder is due to take maternity leave for 12 months starting in November 2025. I need a competent and dedicated manager who can step in to cover all aspects of the role over the next 12 month keeping the delivery recommissioning plans on track and effectively managing the operational aspects of the service.

Full-time employees work 37 hours for 52 weeks of the year and we offer a generous holiday entitlement. We are open to discussions about a wide range of flexible working opportunities which benefit you and the Council, including reduced hour contracts, working part time or as a job share.
If you are appointed to this role, your starting salary will be at the bottom of the grade. If you provide pay slip evidence that your basic pay is greater than the bottom of the grade, we will consider starting you at the point of minimum advantage within the grade.
