Strategic Procurement Manager

Full time - Initial 3-month interim contract

Local Authority – Midlands (Hybrid working)

£450–£550 per day Inside IR35 (via umbrella)

Start: September 2025

Baltimore Consulting is currently partnered with a forward-thinking Local Authority to recruit a Strategic Procurement Manager to join their Commercial & Procurement team. Reporting into the Strategic Procurement Business Partner, this role will be responsible for delivering high-value, high-risk procurement activity across either Adult & Health, Children & People, or Corporate Services portfolios.

You will play a key role in delivering value for money and ensuring legal compliance through the application of expert procurement knowledge and collaborative working with commissioners and stakeholders.

Your Role as Strategic Procurement Manager:

  1. Lead strategic procurement projects across a defined portfolio, aligning with council objectives and legal frameworks (PCR15 & Procurement Act 2023).
  2. Deliver best practice procurement across goods, services, and works, ensuring sustainable value and social value opportunities are realised.
  3. Support commissioners with business case development and service specification writing.
  4. Manage complex procurement competitions, including negotiation and contract award.
  5. Mitigate risk through robust procurement tools, market insight, and collaborative supplier engagement.
  6. Champion contract management and strategic supplier relationships to ensure delivery of anticipated benefits.
  7. Work collaboratively with internal and external partners including other local authorities.
  8. Support and develop 1–2 direct reports (Strategic Procurement Officers).
