Job Description
A large public sector organisation is currently recruiting a Strategic Workforce Planner on an initial 6 month contract.
It will be based in London and will offer hybrid working with 2 days in the office required per week. The rate for this role will range between £400 - £500 per day umbrella (inside IR35) depending on experience.
The ideal candidate would lead development and implementation of a forward-looking workforce strategy that ensures they remain agile, capable, and resilient.
They need a highly analytical and strategic professional to influence workforce planning across the network, helping to attract, develop, and retain the talent needed to protect the public.
About the Role
As Strategic Workforce Planner, you’ll be responsible for designing and delivering a 1–5 year Strategic Workforce Plan that aligns with organisational goals and operational realities.
You’ll work closely with senior leaders, HR teams, and data analysts to forecast future workforce needs, identify capability gaps, and recommend solutions that balance operational demand with budgetary constraints.
You’ll present insights at senior boards, guide recruitment and capability development strategies, and ensure that workforce planning is embedded across the network.
Key Responsibilities
- Lead the development of a Strategic Workforce Plan, forecasting future people and capability needs
- Analyse internal and external trends to inform workforce strategy and scenario modelling
- Collaborate with HR, capability leads, and regional stakeholders to align planning with operational priorities
- Translate workforce insights into actionable recruitment and development strategies
- Support business planning cycles and costed workforce plans
- Deliver briefings and reports to senior stakeholders, influencing strategic decision-making
- Ensure robust data governance and compliance with FOIA, GDPR, and the Data Protection Act
- Promote continuous improvement and adoption of new tools and technologies across the workforce planning function
The ideal candidate
- Degree or professional qualification in HR, analytics, business management, or related discipline
- OR equivalent experience in workforce planning or strategic HR in complex environments
- Minimum 3 years’ experience in workforce planning, HR data analysis, or business performance modelling
- Proven ability to build relationships across professional and operational boundaries
- Strong stakeholder management and communication skills
- Excellent analytical skills and data literacy, with experience translating complex data into strategic insights
- Proficient in MS Office (especially Excel), HRIS systems, and visual analytics tools (Power BI, Tableau, etc.)
- Understanding of GDPR, employment legislation, and information governance principles
