About the role
The Technical Officer plays a vital part in the Revenues and Benefits Service at Manchester City Council, ensuring robust processes, legislative compliance, and high-quality service delivery to residents.
Key responsibilities
- Provide expert support to the Team Manager and the wider team, helping manage complex caseloads.
- Interpret legislation and ensure compliance with statutory requirements.
- Monitor the quality of outputs, coach colleagues, and contribute to continuous improvement.
- Collaborate across the Council to offer specialist advice, supporting organisational goals and maintaining operational resilience.
- Support wider organisational objectives by working across teams and departments.
Essential requirements
- Strong understanding of relevant legislation, policy and procedures relating to Revenues and Benefits.
- Experience analysing and interpreting management information to inform service improvements.
- Proven ability to monitor and evaluate output quality and contribute to performance targets.
- Excellent communication skills, providing specialist advice and guidance to colleagues and stakeholders.
- Strong IT skills, proficiency in Microsoft Office (particularly Excel and Outlook) and experience with transactional back‑office systems.
- Commitment to personal development and service improvement.
- Ability to work collaboratively across teams and departments.
Desirable requirements
- Previous experience in a Revenues and Benefits service or similar public‑sector environment.
- Familiarity with Academy (Capita), NEC Document Management systems or other Revenues and Benefits systems.
- Experience coaching or mentoring colleagues in technical areas.
- Knowledge of best practice in service delivery and performance monitoring.
- Experience working with third‑party organisations or external stakeholders.
