Overview

The NHS Counter Fraud Authority (NHSCFA) is the national body responsible for all matters relating to the prevention, detection and investigation of economic crime across the NHS.

As part of the People and Workforce Development function’s leadership team this post will act as the professional lead for Organisational Development (OD), Learning and development and Inclusion, providing strategic leadership, expert advice, and direction across these key areas to support the organisation’s culture, capability, and equity ambitions.

We are looking for candidates who have significant experience of developing, implementing and evaluating people and workforce development programmes along with leading and embedding inclusivity. If you have the relevant significant experience alongside professional qualifications in Learning and development/ Organisational Development/ leadership and management alongside evidence of on-going CPD to maintain up to date practice we would encourage you to apply.

We have offices based in Coventry, Newcastle and London; we offer flexible and home-based working and there is some travel to our offices in Coventry and London required.

  • Act as the subjectmatterexpert for learning, organisation and workforce development and inclusivity for NHSCFA
  • Develop leadership and management programmes, embedding a culture of inclusivity, continuous self-led learning, utilising blended learning and evidence-based approaches
  • Establish and embed an ROI framework for learning and development activity (e.g. Kirkpatrick)
  • Develop talent management and career development frameworks that align with workforce planning and the organisation’s strategy and people plan.
  • Undertake diagnostic work, drawing on multiple sources of evidence to assess organisational culture and design sustainable approaches that create culture and behaviour changes .
  • Lead and manage the design and delivery of organisational development and culture programmes of work. These may include; strategic projects, coaching, mentoring, facilitation, training programmes, action learning, feedback, and action research.

  • Oversee the development of employee voice and engagement groups such as the People Engagement Group, EDI Group and Mental Health Working Group aligning with the organizational and people strategies and plans.
  • Ensure compliance with the public sector equality duty
  • Support the Head of People and Workforce Development to increase matrix working, collaboration, data and intelligence sharing across the team to maximise the effectiveness and impact of the work of the team.
  • Support the policy development work led by the HR Business partner utilising the diagnostic work and evidence from workforce data to leverage opportunities to embed inclusivity and culture change.
  • Develop workforce skills analysis and associated development plans working with Heads of Service across the organization.
  • Provide consultancy and expert support to Heads of Service and teams, increase capability, support resilience and adaptability to change or facilitate specific improvements in performance and engagement.
  • Audit, analyse and evaluate the impact of OD and Culture interventions, disseminate learning and spread good practice
  • Audit organisational climate and context through the use of surveys, questionnaires, feedback methods and analyse the resultsand design OD interventions to create sustainable culture and behaviour change
  • Commission,useandanalysesavarietyofcomplexdatasourcestoidentity trends, inclusivity insights and future organisational and people needs and develop solutions to meet those needs
  • Lead and accountable for planning, oversight and delivery of the work of the function in learning, inclusivity and organization and workforce development.
