Who are we?
The LPDF (Land, Planning and Development Federation) is a representative trade body for land promoters, housebuilders and developers who risk their financial capital to establish the principle of development, through engagement with the English planning system, for residential and employment uses.
The LPDF was formed in 2018 and has grown quickly with over 185 full members and affiliates. It’s aim and objectives are to:
Aims
- To work in a positive and cooperative way with central and local government to ensure that planning system allocates enough land to meet the country’s housing and employment land needs in full, highlighting all of the social, environmental and economic benefits that doing so will bring. Specifically:
- To promote the role and value of residential land promoters and the well-designed, high quality and sustainable places to live and work that they create;
- To promote the role and value of commercial land promoters with a specific focus on the importance of the industrial and logistics sector to the national, regional and local economy; and
- To promote the role and value of small and medium-sized builders with a specific focus on increasing land opportunities available for them to build on.
- To improve the operating environment of all LPDF members by working with national and local government, and other stakeholders, to improve the operation of the planning system and reduce the time it takes to determine major planning applications.
- To improve the operating environment of LPDF members by enlarging professional networks and spreading knowledge and best practice.
- To be the authentic voice of the land, planning and development sectors.
Objectives
- To take every opportunity to promote the broad aims of the organisation.
- To foster constructive working relationships with all relevant policy makers, decision makers, and key stakeholders.
- To anticipate future issues and to solicit from members live current issues affecting members. Then:
- To raise awareness of issues, based upon empirical evidence of their impacts, and to promote evidence-led policy and legislative solutions
- To raise awareness of issues amongst all parties with an influence on their resolution (civil servants, politicians, etc) utilising all possible platforms (mainstream and social media, parliamentary channels, etc).
- To respond to all relevant government consultations, canvassing opinion from all members and sharing LPDF positions on key policy areas as widely as possible.
- To bring members together at regular intervals, both online and at events across the whole country to share any policy, technical and political news with the membership that could make a material difference to their operational activities, and to expand professional networks.
Role Summary
The LPDF is seeking an individual to manage relationships with key stakeholders, including parliamentarians and their support teams, Government / political teams / officials, local government bodies, think tanks, charities, professional bodies and anybody involved in the debate as to how we can deliver more homes and employment space. In addition, the individual should be capable of establishing and managing, relationships with the press and key trade journals. The LPDF is a small team and the identified individual will be expected to work well within it, assuming responsibility for driving the Federation’s external affairs activities calling on the Chairman, Managing Director and Policy Director as appropriate.
Key Duties and Responsibilities
- Work with the LPDF team to develop and promote policy positions and create effective influencing strategies to ensure that the aims of the Federation and its members are understood and furthered.
- Identify and act on policy opportunities to promote the LPDF and its aims through a range of routes including select committees, inquiries, consultations, legislation and news developments.
- Develop and deliver an engagement strategy with key stakeholders by building relationships and networks to further the aims of the LPDF.
- Draft timely proactive and reactive statements about major Government announcements and other significant policy developments impacting on planning, housing and employment space development.
- Work with the Policy Director and our Policy and Technical Committee to shape policy development and develop clear, well researched, high-quality materials for external political and policy audiences. This will include drafting reports, policy briefings, fact sheets and other forms of communication.
- Work with other members of the team to manage and participate in all external events, including those in relation to policy.
- Ensure that our key messages are communicated effectively to all stakeholders, in an appropriate manner, and work with the Marketing Manager to ensure that this is done through all appropriate media, including online and social media.
- Conduct parliamentary monitoring and horizon scanning such that we are alive to all opportunities to influence political thinking in our areas of interest. This will include keeping up to date with relevant developments in public policy, legislation, best practice and academic research and highlighting this to the management team, Board and members as appropriate.
- Maintain an accurate and secure audit trail of all relevant communication and ensure that all work is compliant with data protection law.
- Engage with all stakeholders in a professional, positive and respectful manner.
- Undertake any other duties as may reasonably be required.
Experience
The suitable candidate is likely to have approximately five years experience in a similar roles /s and is able to show some or all of the following:
- Experience of the workings of government and parliamentary procedure.
- Experience of developing and implementing effective public affairs strategies, including successfully influencing political stakeholders.
- Experience of policy development through written communications for Government, parliament and wider stakeholder audiences.
- Experience of creating and delivering high quality written and oral communications to tight and changeable deadlines.
- Experience of building and maintaining good relationships with a range of internal and external stakeholders.
- Experience of conducting research projects including design, data collection, data management and write up.
- Experience of developing and maintaining relationships with the press and journalists and drafting and releasing press statements as appropriate.
- Experience of managing and running small scale events, stakeholder briefings and webinars.
Skills
- A strong political understanding and judgment.
- A strong understanding of public policy processes including UK Government, local government, national agencies and parliamentary procedure.
- Ability to communicate specialist knowledge to non-specialist audiences.
- Excellent speaking, presentation and influencing skills.
- Excellent team working capabilities, supporting others where necessary in their work and activities.
- Knowledge and understanding of the housing and employment land crisis’s.
- Good policy development and analysis skills.
- Exceptional writing skills, both long form (briefings and reports etc) and short form (social media).
- Ability to work at speed, condensing large quantities of information down to compelling, accurate key messages.
- Excellent attention to detail and strong organisational skills.
- Ability to judge when agreement or support from senior management or others within the organisation is required.
- Ability to work on own initiative taking responsibility for the external affairs activities undertaken.
- Plans and prioritises work effectively and is solution rather than problem focused.
- Ability to deliver a heavy workload on time with a resilient and flexible approach.

Remuneration: Up to £50,000, depending on experience
