Overview

NCEA Land Access Database Technical Lead – 31738. This is a unique opportunity to play a key role in delivering an operationally vital part of the Environment Agency’s Natural Capital and Ecosystem Assessment (NCEA) Programme, shaping how we understand and manage the water environment. The Programme supports Defra's wider NCEA programme, building an evidence base on the state and value of our natural environment and ecosystems to transform environmental decision‑making in England.

Responsibilities

  • Provide oversight for all aspects of landowner access for the monitoring networks within the programme.
  • Maintain landowner data and ensure compliance with Environment Agency and legal requirements.
  • Work alongside operations specialists to ensure delivery aligns with programme goals and timelines, while maintaining strong cross‑team relationships.
  • Train, guide, and optimise data management processes to provide expert technical leadership.
  • Work independently and collaboratively to troubleshoot challenges in access and programme delivery.
  • Be adaptable and proactive in responding to evolving priorities.

Experience and Skills

  • Experience working with geospatial data and interacting with internal and external customers.
  • Experience in managing datasets and handling landowner datasets and spatial analysis for monitoring networks.
  • Ability to contribute to a culture of learning, adaptation, and continuous improvement.

Team

The post will work with the Environment Agency’s NCEA Operations team, which implements the 11 new monitoring networks. The team collaborates with the wider Environment Agency and partners to deliver the programme.

Requirements / Qualifications

  • Strong data management and GIS skills; experience with landowner datasets and spatial analysis for monitoring networks.
  • Ability to provide expert technical leadership and training in data management processes.
  • Comfort working independently and with others to resolve access and delivery challenges.
  • Demonstrated adaptability and proactive approach to changing priorities.

Contract and Location

Length of contract: Up to 2 years. Working location is flexible, with an EA office base location; travel and overnight stays may be required.
