Overview
This is a unique opportunity to play a key role in delivering an operationally vital part of the Environment Agency’s Natural Capital and Ecosystem Assessment (NCEA) Programme — a flagship initiative shaping how we understand and manage the water environment. The Programme supports Defra's wider NCEA programme in building a groundbreaking evidence base on the state and value of our natural environment and ecosystems to transform environmental decision-making in England. The role is for a Technical Lead for the Land Access Database, a new database storing landowner details for sites to monitor. You will provide oversight for all aspects of landowner access for the monitoring networks within the programme, maintain landowner data in compliance with Environment Agency and legal requirements, and work with operations specialists to ensure delivery aligns with programme goals and timelines. The team collaborates with the wider Environment Agency and beyond.

The post sits within the National Monitoring – Fish and Ecology team and offers a national, flexible location with an EA office base.
Responsibilities
- Work with internal and external stakeholders to ensure the best possible access arrangements for monitoring networks.
- Maintain landowner datasets and perform spatial analysis for NCEA networks using strong data management and GIS skills.
- Provide expert technical leadership through training, guidance, and optimisation of data management processes.
- Work independently and collaboratively to troubleshoot access and programme delivery challenges.
- Adapt to evolving priorities and respond proactively to programme needs.
Qualifications and Experience
- Experience with geospatial data, interacting with internal and external customers, and managing datasets.
- Strong data management and GIS skills, maintaining landowner datasets and performing spatial analysis for NCEA networks.
- Ability to provide technical leadership and guidance on data management processes.
- Ability to work both independently and as part of a team to troubleshoot challenges and support programme delivery.
- Demonstrated adaptability and proactivity in responding to changing priorities.

- This is a national role with flexible working location; some travel and overnight stays will be required. An EA office base location will apply for travel and attendance as needed.
