Overview

We currently have a Fixed Term Appointment opportunity for a Technical Delivery Manager to join our Digital Services team for 23 months. This role will suit someone who is confident taking accountability for the performance of a delivery team and ensuring outcomes are achieved. At this level, you will build and maintain teams, ensuring they are motivated, collaborating effectively, and focused on delivering digital services. You will identify and remove obstacles, keep delivery momentum, and prioritise what matters most. You will work in line with Social Security Scotland’s delivery strategy and project management principles, and closely with a range of internal technical teams, suppliers, and stakeholders. You will have responsibility for coordinating the delivery of digital products and services across key platforms, ensuring technology is used to deliver high-quality business services for clients and colleagues.

The complexity and scope of delivery will vary depending on the programme or service area, but you will play a central role in ensuring successful delivery across the Agency’s portfolio of change. A delivery manager is accountable for the performance of the team.

Responsibilities

  • Demonstrate and compare best delivery methods.
  • Foster a culture of experimentation and resilience.
  • Support teams in managing and visualising outcomes effectively.
  • Function as a liaison with contracted suppliers and internal stakeholders.
  • Understand government department processes and third-party involvement in projects.
  • Interpret and manage the needs of technical and business stakeholders.
  • Effectively manage stakeholder expectations and communication.
  • Facilitate discussions within the team and with diverse senior stakeholders.
  • Report on financial delivery and monitor cost and budget.
  • Escalate financial issues as necessary.
  • Ensure adherence to service standards and manage delivery across phases.
  • Facilitate delivery flow and manage pace and tempo.
  • Address internal and external risks, issues, and dependencies proactively.
  • Understand the environment and prioritise tasks accordingly.
  • Use data to inform planning and manage complex dependencies.
  • Provide delivery confidence and address blockers effectively.
  • Form and motivate teams effectively and create conducive working environments.
  • Recognise, address, and resolve team issues.

Essential Experience

  • Practitioner-level ability in communicating between technical and non-technical stakeholders, interpreting needs, managing expectations, and hosting discussions with diverse senior stakeholders.
  • Practitioner-level ability in keeping delivery momentum, managing delivery flow, and actively addressing risks, issues, and dependencies, even when ownership lies outside the team.

Technical / Professional Skills

This role is aligned to Delivery Manager within the Digital, Data and Technology Profession. Skills will be tested during the Technical Assessment if successful at sift; not assessed at application. Review: Delivery manager - Government Digital and Data Profession Capability Framework.
