Contract Role: Technical Project Manager (Resource Management System)
Duration: 12 months & option to extend
Location: Mainly Remote / Hybrid – South Wales (initial on-site and occasional meetings)
Security Clearance (SC)
IR35: Outside IR35
Start Date: ASAP
We’re looking for a Technical Project Manager (or similar contractor) with any experience in IT resource planning and resource management systems. This isn’t about day-to-day project tracking — it’s a chance to design and roll out a new system that will give full visibility of IT resources across multiple projects.
The end goal: a tool that shows the real-time impact of launching a project at any point in time, including heat maps of resource utilisation and pressure points.
Responsibilities
- Lead the design and implementation of a new resource management framework and tool for IT resource planning
- Define and embed processes for resource allocation, forecasting, utilisation and conflict management
- Collaborate with internal key stakeholders to gather requirements and ensure alignment with operational goals
- Help to design, configure, and roll out a fit-for-purpose resource planning tool
- Work with IT delivery teams and programme managers to ensure the system supports real-world needs
- Deliver training, documentation, and handover for long-term adoption
- Support ongoing technical project delivery during the rollout
- Ensure accurate reporting, dashboards, and heat maps for resourcing decisions
Experience / Qualifications
- Proven background as a Technical Project Manager or Resource Management Lead/Consultant
- Hands-on experience with resource management tools would be a nice to have, such as:
- MS Project / Project Online / Planview / Clarity PPM / Smartsheet / Resource Guru / Mavenlink (Kantata) / Wrike / Monday.com / Asana
- Or integrated tools: ServiceNow Resource Management / Jira with Tempo Planner, BigPicture or Advanced Roadmaps / Workday / Oracle Primavera
- Track record of system implementation or rollout – not just using a tool, but building and embedding one
- Strong stakeholder management – able to engage technical teams and leadership alike
- Knowledge of Agile and Waterfall delivery environments
