Senior Finance Business Partner – Network Rail

Location: Manchester, York, Leeds (hybrid – minimum 3 days per week).

Contract: 12 months secondment/fixed term.

Salary: £55,596 – £65,966 per annum (pro rata).

Key Responsibilities

  • Consolidate, review, and provide technical advice on periodic financial results and forecasts.
  • Identify risks, opportunities, and efficiencies to maximise financial performance.
  • Provide robust financial guidance and professional recommendations on accounting guidelines and standards.
  • Prepare business plans and budgets and support decision making.
  • Influence and coach senior budget holders and manage delivery within approved limits.
  • Challenge budget holders’ plans, promote cost savings, and drive efficiencies.
  • Lead key KPI delivery and communicate significant trends to decision makers.
  • Lead budget holder meetings and provide financial advice to drive business decisions.

Qualifications

  • Membership (or working towards membership) of a relevant accounting body (CIMA/ACCA/ICAEW) or equivalent experience.
  • Excellent stakeholder engagement and communication skills at all levels.
  • Experience in a complex financial environment with business risk management and forward planning.
  • Demonstrable record of budget management, governance, and interpretation of budgets, forecasts, and actual status.
  • Strong evaluation and decision‑making skills in ambiguous financial environments.
  • Excellent technical financial and accounting knowledge and application.
  • Degree level in accounting, finance, business management, or equivalent experience.

Desirable

  • Full membership of a professional body (CIMA/ACCA/ICAEW).
  • Experience of capital delivery and project accounting.
  • Knowledge of government accounting and relevant financial governance.
  • Project management principles and experience of managing complex projects.
